We have a CMS, we send email for clients. In one site, there is one email, when I send it to my outlook, it was treated as spam, but not all emails send the same way from that site.
I tried to send the same email from other CMS, it was not treated as spam.

Now I need figure out why the email was treated as spam, but I have no clue where to see the spam scores the outlook set for the email, any idea how I can get some information on this?

Spam scoring information is never published - why help the spammers further evade the spam rules.

Oh, and when you post to an Outlook group, always include your Outlook version, mail transport, and ALWAYS spell out any three letter acronyms.

My outlook is 2007, not sure what is "any three letter acronyms."

Your answer sounds reasonable, but not in some way. It is good to not let spammer know how to send spam email, but it is also necessory to let people to send normal email without problem.

From the same site, the same email is not treated as spam in gmail, and it passes the check of a third-part spam check software. And other emails from the same site don't be treated as spam neither. In one word, the email is not a spam email, how do I prevent outlook treats it as a spam email.

"CMS" is a three letter acronym. No one but you knows what you mean by it.

Add the sending mail address to Outlook's Safe Sender list and it won't be
marked as spam.
