How to check if CPU is 32-bit or 64-bit

Is there a utility that can check whether the CPU in any PC is 32-bit or
64-bit capable?
AMD labels its CPUs as 64 (almost all they make) but one has to delve into
specs for an Intel CPU to check whether it is 64-bit capable.
Many of the newer Intel CPUs are 64-bit but there is nothing in the name or
quick-specs that identifies it as so.
