Is there a program out there that fills in the check for you. Not the type that
prints out the check and everything else, I mean just something that fills in
the payee and amount, date, etc.

This program prints: payee, amount, word amount, date, memo, signature and
notes (i.e. DL# or phone#) onto a preprinted check.
Built in Layout Editor enables support for wide range of printers and check
layouts.

This is not a full program - just a demo - and only allows the printing of
one cheque (check) per run.

Not very useful.

Can anyone come up with anything better?

Sorry, looks like they are going $ware. The version I have and use
is Check Printer 5.6 and has unlimited printing. Maybe somebody has
V5.6 on their site.
