Is there an add-on or plug-in, (or service) that would
enable just our board members to request or initiate, and
enter into a chat room, accessable only by them?

FrontPage does not do chat out of the box, you will need some sort of 3rd
party application.

Securing the chat area could be done through the application, or by
permissions on the web. I might suggest using something like Yahoo or MSN,
or whatever, as the programs are all pre-built and would work on just about
any machine.

If you want a web based chat room, look into using ASP and this app:

http://www.aspalliance.com/peterbrunone/chatroom.asp

It's 11k in size, and is very easy to set up. (Requires ASP, but otherwise
just dump the files in a folder, make a link to it and you are done.
