Charter.net and Windows Mail

"Account: 'mail.charter.net', Server: 'mail.charter.net', Protocol: POP3,
Port: 110, Secure(SSL): No, Error Number: 0x800CCC19" is a message I am
getting most of the time lately when I try to get my emails on windows mail.
I am having problems if I try to use outlook 2002 and also windows live
mail. I am suspecting that it is a problem with charter since I was recently
at our cabin and using a different internet program and also at a motel. It
does not happen nearly as often when I am not home on my charter internet.
Any ideas? I have also used pop.charter.net and smtp.charter.net and get the
same problems. I can't send or receive and it keeps timing out.

That error is usually caused by interference from an antivirus
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

I am using BitDefender and I have tried Windows Live Mail. I had recently
uninstalled BitDefender and I was still having time out issues. One thing
just now, it seemed like the emails were hung up after I had replied to a
message using my blackberry. I just now deleted that message from the
webmail and then had windows mail send/receive again. The last 13 messages
were finally downloaded into windows mail. So I am wondering if it is
because I had replied to that message using my blackberry. The internet was
not working at the motel we were at so I had to use that. Is the charter.net
account confused by me using my blackberry?

No, I'm sure the Blackberry thing was just a coincidence.
