chart SLOW when axis range fixed

Create a new scatter plot with ~2000 samples of RAND().
Observe how quickly they're drawn...
Do a 'format axis' on the vertical axis and pick "fixed: 1.0" for the
maximum value, instead of the default "automatic: 1.2".
Now click on one of the data points or do a 'format series' and
wait for a few minutes while Excel uses 100% cpu.

Has anyone else run into this? Is there a workaround other than
"don't change the maximum value of the y-axis"?
