I bet if you check CAREFULLY you find it is NOT
all the same.
For instance, Word and Front Page know that when I
double-click on a word with a trailing comma, the comma
should NOT be part of the selection.
However, when using the text editor in my video editing
package to create titles, the comma gets selected along
with the word.
Based on things like that I would say it's application dependent.
If several apps call a .DLL that does the selecting, it might seem
like everything behaves the same, but that's just the .DLL talking...
