I am looking for a character set chart that I can use as a reference, alas on
paper, for standard English-language characters. For example, the fraction
1/8 should have a unicode number, but I cannot find it in Word.

The Unicode number for 1/8 is 215B, as you can see in the Symbol dialog.

For a complete Unicode reference (luckily in small pieces, since it's a huge
PDF file), see http://www.unicode.org/charts/ and
http://www.unicode.org/charts/symbols.html. The list of characters by name
(http://www.unicode.org/charts/charindex.html) is also helpful.

An excellent resource is http://www.alanwood.net/unicode/
