Changing Windows Explorer default view to List or Details

I saw another person who asked this same question and all
the answers were things I have tried. I change the view to
default, go to 'Folder Options' under tools, click on
the 'View' tab, click 'Apply to All Folders'. I have
the 'Remember each folder's view settings' checked.
Next folder I open, next time I open windows explorer,
they are all back to icon.
Arrrghhh!!!
Any brilliant souls out there figured this out?
