Right click on My Computer and select Properties - click the User Profiles
tab. You can copy profiles from one user account to another - be sure to
change permissions when doing so.
Also, you can do this:
Configure a user account with the desired settings. Log on as a different
user and expand the Documents and Settings folder. Find the folder which
corresponds to the user account with the desired settings and copy all of
its files and folders to the All Users folder.
