Changing size of disc space for TIF's on IE7

Hi, Why is it that changing the amount of disc space allotted in IE7
settings, makes little or difference in actual amount that is decreased or
increased? In Windows explorer, should temporary internet file be hidden/read
only? Thanks for your help.
