Changing the size of "To" and "CC" Button & entry box in mail?

I am trying to help out my boss and need some help. Is there any way to
increase the size of the "To" and "CC" buttons, as well as the entry box
(where you type in the addresses) in an e-mail?

I have figure out how to change the icon size and all that... but it doesn't
change these buttons.

If there is a way to do this, I really need to know so I can update his
settings.

Instead of modifying each and every application, simply change the DPI
settings in Windows instead.

We have tried that already... but no matter how high we change the setting
and the resolution, those boxes and buttons are still the same size! It's
very weird and frustrating!
