Yes, Citrix does complicate things, doubly so for PowerPoint. Generally,
PowerPoint does not like working over networks; Citrix keeps the app and
data file on the same computer, but sends the screens over the network.
This shouldn't foul the program, but ....
PowerPoint pulls the ruler settings from the host system's regional settings
(as you already know). With Citrix involved, you will need to track down
what PowerPoint is considering it's host system. It may be one of the
servers, or the Citrix program itself, but it is probably not the computer
the user is using.
PowerPoint does not control this setting, so there is no internal PowerPoint
solution. Perhaps a small VB6 app or such could be written that calls on
the shell computer's settings via API functions.
