Changing regional setting?

Is it possible to change the regional setting for the date format on one
Windows 2000 Server that is a part of a terminal server farm? The problem is
that one of the three servers has a date format of dd-mm-yyyy and the other
two have mm-dd-yyyy. Our IT vendor says that it is not possible to correct
in the Windows 2000 envirnment, but is possible in Windows 2003. Can someone
please confirm this? Thanks
