Changing Read Only Status

I have Windows XP with NTFS File Structure in 4 Partitions. I have a
Directory on the C: Drive which I need full access to from others in the
Network. I have setiup all the Sharing etc.

However, whenever I go back to look at the properties of the Directory is
says its Read Only. I change the setting and Apply and OK - but next time I
look - it has changed back to read Only

Any ideas please.
