Changing phone number format rules

Hi,

Outlook insists on ascribing the first quartet of digits in Hong Kong phone
numbers to area codes (i.e., in parentheses--so +852 2101-1234 comes up as
+852 (2101) 1234), which is not correct, as HK has no area codes. Outlook
gets this correct for Singapore, which is congruent in that it's a country
code (in this case, two digits) plus eight digits with no area code.

Is there any way to modify Outlook's formatting *rules*? Actually, my
preferred format for numbers even with area codes is nonstandard (+cc aaa
nnn-nnnn, with no parentheses in all cases).

Does anyone know if the format rules are in these keys?
