changing the name of appointment labels

I am not able to change the names associated with the color labels in an
exchange public folder. I am using Outlook 2003 along with SBS Exchange 2003.
I am the owner of the folder as well as administrator on the server.

It allows me to change the name of a label, but as soon as the folder
updates, the name goes back to the previous name. I know that it is possible
to change the names, because I have custom names in that were set when the
calendar was originally created.
