changing the locked account message

We have a policy that locks out an account if the username or password is
typed in wrong three times and it resets in 10 minutes. Is there a way to
customize the message to read instead of "Your account has been locked,
contact your system administrator" to "Your Account Has Been Locked, it will
unlock in 10 minutes, please wait and try again." Users are calling my
on-call person in the middle of the night for a locked account and I want to
redirect them with the message that they receive.
