Changing IRQs for installation of drivers

I bought WinTV-dbx model 401 by Hauppauge and installed
it to my computer. I could not get the sound to work
properly. I then contacted Hauppauge's tech supp. line
and they said my IRQs must match up for the drivers. The
video driver is installed to IRQ 17 and the Aux Driver to
IRQ 3.

HOW DO I GET THE IRQs TO MATCH UP!

I've tried moving the card to different PCI slots and I
get different IRQs with each slot.

HELP!
