I think I'm infected with something. My designated
homepage keeps changing to another on IE though it hasn't
happened on Netscape. I've run both "Spybot S&D" as well
as "Ad-Aware", and have an up to date Norton antivirus
and have been keeping up with the regular Microsoft
updates. Any suggestions?

settings to prevent this from happening in the future.
