Changing FrontPage hosts

My current host seems unable or unwilling to offer competent FP
Support and I have decided it best that I move my site to another
host.

Last time I published my site to my local computer, a lot of the links
were changed so that they pointed to locations on my hard drive, which
made them inoperable when I published back up to the host.

I'll need to avoid this if I'm going to download my site and then
upload it to another server.

Is there a foolproof way to do this?

Thanks in advance.

PS I'm also open to advice or suggestions about choosing a new FP
host, if that is something that isn't too off-topic here.
