Changing follow up flag opens item

I have a particular form that seems to function differently from other
similar forms. It is based on IPM.Note, and it is a hidden form (i.e. "use
only for responses" is selected. I right click on any item based on this form
in a folder, and the form opens. The flag is then only changed if I save the
form.

Really I just want to right click, change the flag and move on.

Anyone know how to explain this behaviouur?
