How can I set folder options in both XP Home and Professional so that all
folders display in List view?

Open "Folder Options" and under the "View" tab click on "Reset All Folders" then OK.

Set List view on a window then open "Folder Options" again and under the "Views" tab click
on "Apply to All Folders".

Afraid that didn't work. When I revisit Control Panel "apply to all folders"
is greyed out. I consistently go round in circles.

In the "template" folder you set up, making sure to arrange ALL
configurations as you want them to be (which columns, for instance, should
show), then go to Tools menu in that very same folder, then Folder Options,
then View tab. You'll find your button all alive and waiting for you.

After all, is says, "Like CURRENT folder". When you switch to Control Panel,
the "current folder" is no longer the active one. The button is grayed out
because you have made no changes to the CP. That's the only "folder" where
the button behaves that way, but that's Windows. Consistency isn't exactly
their strong suit and never has been. Then again, Control Panel isn't really
a folder.
