Changing folder default "search" to "open"

When I double click on a file it always goes to search rather than open. When
I go in and try to change this folder option through FOLDER OPTIONS and FILE
TYPES it opens a tabe with registered file types and then etails for drive
file tye at the bottom. When you click on Folder or File Folder and Advanced
the box at the bottom called Action contains one or more actions. I cannot
find the "open" command file in the system for it to link to... Am I doing
this wrong? Any short cuts.

Sorry - not to confuse ... first statement should have read when I double
click on a folder......
