I have a home built Windows XP Professional PC with an full licence that I
want to give to my wife who is French.

Is there any way in which I could use this licence but change the installed
version of Windows to French? If I used a friend's French installation CD but
used the install key from my English licenced XP, would that work on a fresh
install on the same machine?

No and No. You'd have to purchase and install a French-language version of
Windows.
