Changing Desktop pic

I had no problem with this until I changed the theme for
the desktop - now if I try to change the pic I get an
error message that says "Run DLL as an Application has
encountered a problem" etc

Any suggestions on what might have caused this and how I
can fix it ? Much appreciated
