I bought a new laptop & need to transfer my Outlook 2003 from the old
computer to my laptop with Outlook 2007. I tried the export from 03 and
import to 07 in comma separated & tab separated but neither worked.

Also, I am receiving emails but can't send!

I know enough about computers to be dangerous, but not enough to figure this
out!

Any help will be appreciated.

On the old computer close Outlook. Copy the pst file to the new. Do not
overwrite any existing pst file. On the new computer, in Outlook do
File-Open Outlook Data File and navigate to where you copied it to. You then
have two choices - either copy the data from the old file to the new, or, if
it's a lot of data just set the old file to be the default delivery
location.

Why you should not use the import/export function for transferring data from
one Outlook to another:

Importing an entire PST may corrupt your profile and may create a ghost
PST that you can't close. Importing PST's will lose:
1. Custom Forms
2. Custom Views
3. Connections between contacts and activities
4. Received dates on mail
5. Birthdays and anniversaries in calendar
6. Journal connections
7. Distribution Lists

Opening a PST file will preserve all of these. That is why we do not advise
people to import a native file into Outlook

Indeed. Why you would seek to transfer valuable data by exporting it to
another file type only to import back into its original file type defies
reason and is a perfect recipe for data loss and corruption.
You already have an Outlook data file. Just use it in the new installation.
