Changing the default from GAL to another address list?

I have an Exchange 2007 server with dynamic address lists created for several
schools. I know I can go to the individual's "fat client" and set their first
address list that shows up as something besides the GAL manually, but I'm
wanting to implement this through GPO or some automated process. I have
looked at the GPO addin for outlook 2007 and can not find that as an option
anywhere. Surely this is normally done at large installations. I don't want
to hide or disallow the GAL from possible view, just make the first address
list that comes up for that user, his/her's respective school's address list.
If this can be done, is there a way to also do it for the users OWA session?

I thought its under HKEY_CURRENT_USER\Software\Microsoft\Windows
NT\CurrentVersion\Windows Messaging Subsystem\Profiles - run a registry
tracker and switch between contacts and the address book and compare the
changes.

I'll give that a try and post back. Any idea about doing this through OWA?
Or is this more an Exchange side question that I need to post in that group?
