One work-around I've seen (and use for this) is to add a bunch of ("\"s)
at the end of the path. So if you want to save attachments in "C:\Temp",
enter "C:\Temp\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\" as the
value in
"SaveAttachmentPath" instead. You will have to periodically replenish
this value when OE "eats" your last extra "\".

Just a note: Once you save an attachment the first time, it takes the path
specified in the registry. After saving the attachment, OE might truncate
the last character in the path mentioned (C:\OEMails becomes C:\OEMail), and
it's a bug, afaik. As a result, it might default to My Documents next time
onwards.
