we record all customer activities in a journal folder and link journal
entries to contacts which are in a public folder. however, each time I add a
contact, I get the my own mailbox contacts displayed instead of public folder
contacts.

is there a way to make the public folder contacts as the default list when
adding contacts to a journal entry? (outlook 2003)

Do you do this via the Address Book? In that case, add the Public Folder to
your Address Book and set it as the default;
Tools-> Address Book and in AB; Tools-> Options

No. I did not use the Address Book actually.
I just press the contacts button on a journal entry form and it brings me
the "select contacts" page. Here, it always starts with my mailbox contacts
but I want it to start with public folder contacts.

Aha, that dialog. No, you cannot change that.
