I follow all the directions on changing a color to a custom color in themes,
but the color I pick out will not apply itself to the theme. The theme color
stays the same, nothing changes. Anyone run into this?

Which item are you trying to change? Themes have many changeable parts.
Are you making changes using Themes / Customize? Are you selecting the
right item? Also, are you saving your changes?

After you make changes to a theme, you must save it under a new name, remove the current theme and
then apply your newly modified theme.
