Changing charset

When I try to install a game, it says "The folder path ' SimCity?Societies'
contains an invalid character. (in an alert box)

When I then press "OK", the install screen continues to a page saying kinda
the same thing. But here the questionmark is replaced with some kind of
chinese character.

I think my basic charset is set on something chinese instead of ISO or
something.

My start button says "start" and all my configuration screens are english.
So I don't think I got a chinese version of xp. (I got it as a present from a
friend, but he's away right now, so I can't ask him)
