Changing the bit size when recording Audios to E-mail

Does anyone know how to control the Audio bit size when saving or creating an
audio that is being recorded? I am wanting to save my audios using 16/Kbs so
I can e-mail them to my friends.

What application are you using to capture or convert the audio in question
and in what format are they?
