Changing Administrators

I recently bought a used computer with MS Windows
installed. I want to hook up my DSL, but am not allowed
to do so, as I don't have Administrative privileges.
Without the password from the previous owner, how can I
make myself an administrator? Doing it the control panel
doesn't work. --Thanks
