Changes to Web do not publish

I'm new to Frontpage and have been working with
Templates. I have a manual and have searched help, but,
can not find reasons why changes that I make in Frontpage
are visible on the Preview tab and when I Preview in a
browser, but, do not show on the website after I publish
it. It seems the only way to fix it is to delete the page
and start from scratch.
I am using IE 6.0. The types of changes that don't
publish are text, hyperlinks and marquees.

Yes, the server has Frontpage Extensions.
What I have been doing is opening FrontPage, opening the
Web, making changes, Preview in Browser (which prompts me
to save the web - which I do) then I publish up to the
server.
Some changes show, some dont. The ones I have now are GIF
impages I show as deleted in FrontPage, but, still show
on web. Also, text in the left margin that has been
deleted but still shows.
Another is some text I boldfaced. The text was put on the
page originally, I just went back and boldfaced it. It
shows non-bolfaced on the web.
I am using a template for this design.

Also, I have been selecting "Publish all changed pages"
on the options tab.

As Tom Rowe asked: Have you done a complete publish and not just change
pages? This must be done at least once before you publish again with
changed pages only.

If by "complete publish" you mean selecting "Publish all
pages, overwriting any already on the destination", yes I
have done that too. Otherwise, I am not familiar with
what the term means.
