Do you have Adobe Acrobat 7 installed? This could prevent Normal.dot from
being saved even if you made changes to it. See:

If Adobe Acrobat is not the problem:
Whenever you make changes to a toolbar, you need to be aware of the context
you are customizing.
I assume that you opened the Customize dialog box and made the changes to
the toolbars while the dialog box was open. Did you make sure that Normal.dot
was selected in the "Save in" list in the dialog box? Note that the changes
will be applied to whatever is selected in the "Save in" list (can be the
active document, Normal.dot, the attached template or a currently loaded
add-in).
If you make the changes to Normal.dot, you can save Normal.dot immediately
after you have made the changes: press and hold the Shift key while you
select File > Save All. If a dialog box opens, asking whether to save changes
to Normal.dot, click Yes.
