Changes of format/zoning for Burning DVD

I have recently burnt a DVD using WinDVD Creator (avi format) and it wold not
play on the DVD player to TV. I have previoulsy burnt a DVD using exactly
same process, same DVD player, same DVD Disc type and it played. Has
anything changed recently with Windows re reading DVD - eg zoning for
different countries (played in Australi, not USA) etc. Any information on
this matter would be appreciated
