When I change the toolbar and I re-start outlock, the old setting comes up.
How can I save the new setting?

What changes did you make?
Note that the location of 3rd party toolbars are controlled by the addin and
not by Outlook.

A 3rd party toolbar is messing the arrangement up - see
http://www.slipstick.com/problems/acrobat.htm for the steps needed to
disable the problem toolbar if turning it off doesn't help.
