Who changed a file last on a network.

Is there anyway to log / tell , who was the last person to change a file in a
public directory. We have a windowss 2003 server with a shared folder and we
need to know who last saved the file. Can this be done without extra
software? If not what software so I try. Thanks...

You can use Windows auditing:
