I recently did a windows restore and now the System
Properties box has my computer clocked at 1.30 GHz whereas
before it was 1.73. What gives?

Nope, its a tower with a K7N2 MSI mobo with an Athlon XP
1700 processor and a gig of ram.

The AMD XP1700 processor does not have a clock speed of 1.7. The 1.3 sounds
about right.

Oh. Ok. Just out of curiosity, what could be the reason
why it said 1.73 before reinstalling windows? I don't
think it was overclocked because the guy who built it for
me is really against overclocking.

Why not ask the "guy who built it for me" what has changed?

I will as soon as I am able to get a hold of him. I
don't have his phone number or anything but every now and
then I see him on campus...when I see him its like
spotting Elvis. We used to have the same class and
that's how I got the computer built in the first place.
