how to change user priveleges

hi im new to xp
i am the administrator out our home and i want other people to be able to
install programs but not be able to change settings.
when i go into user accounts the only options i get are to
change the persons name
change the persons password
change their picture
change the account type (either administrator or Limited)
delete the account

is there a patch i need to get to get extra options about other user accounts?

See www.dougknox.com, Win XP Utilities, Windows XP Security Console. With this utility, you can restrict what users can do, on a per user basis. Windows XP Home does not have the built-in functionality of XP Pro and the Group Policy editor.
