This all depends on how this was created. Try clicking on the picture to
select it (if it is on the slide master, go to View>Master>Slide Master
first). From the Draw menu (which is on the Draw toolbar), choose Ungroup.
If the picture now has more handles, you might be able to select the text
and edit it. However, there is a good chance the text was added to the
picture using picture editing software. In that case, there isn't much you
can do.
