change system time via Irig card

We have an Irig card in our W2KPro. We need to have the
Irig card sync the system time when users are logged in.
This works great when user has Admin privilige but we
can't allow all users Admin privilige. Our Domain
Security Policy is set up to only allow Admins ability to
change system time. Is there a way I can modify something
on the local machine and allow the Irig application the
ability to change the system time for users with no admin
privilege? Or how about a logon script that would execute
the application with admin privileges?
