Can I change the size of the "normal" window that appears when you click the
full screen to partial screen button?

In Internet Explorer? The Full Screen button removes the IE toolbar and
that's all. Do you want a program to open in a small window and then use the
Maximize option? Which program?

Sure, close it after sizing as desired. That becomes the "saved
windowed" size. Of course if you are using some program that resets the
size every time it is run, then you have the programmer that did it to
hang the blame on.

I recall one program I used (I cannot remember the name!) where the
programmer had placed an option in the settings to "save window size
& position on exit", so if there are settings, they are worth checking
out.
