Change Security Settings?

Hi all.
I went to look in C:\Local Files\Temporary Internet Files, and got an error
that says "Your current security setting do not allow this action." I'm the
only user of my computer (XP, SP3), and I am the administrator. I don't know
how to correct this error so I can look in that folder (and a few others).
How do I change these security settings? I looked it up in Help & Support,
and got zero returns. Help!

Interesting. You are the admin eh?

Your "C" path is suspicious. Seems as though you may not have the correct
privileges.

Post your complete"'C" path and where it stops you.

What is the problem? I'm a guy that lives alone and can't figure out why I'm
unable to access a few folders on my computer. I'm not a computer
specialist, so I posted here for help, and this guy gives me guff?
Can anyone actually help me with this?

That could be from a malware infestation, or an update to sp2, sp3, or
IE7.. Here is a Google Groups search with only 36 "hits" that might help:
