How to change the security settings of a mail in Outlook?

Good morning! I was trying to import some of my Outlook 2003 Draft messages
into OE when I noticed that only one of the messages was imported. When I
looked in Outlook I found that the messages that did not get transferred to
OE had a lock type icon next to them. On right click > Properties, I
noticed a button called Security Settings but there did not seem to be any
way to change the security settings without having a certificate. I noticed
the same thing in some of the incoming messages as well. BTW, I never tried
to encrypt my Draft messages so I don't know how the lock got there in the
first place.

Am I missing something or is it just not possible to get rid of that lock
and therefore not possible to transfer those messages to another email
client?
