Change screensaver Welcome screen options for all users - but not logging in

On the two computers in the office, there are two of us who are
Administrators and the rest are normal users.
How can I change the option in Screensaver for all of us, so that we all
have "On Resume, display Welcome screen" after 3 minutes? It is going to
be a hassle to ask everyone to login and change the option themselves.
Also...sometimes they might take that option off, but the Admins want it
on, so having a registry entry that we can run at login would be
helpful!
