How to change rights?

hi.

I have system.mdw file and I am the owner of every object, including
database but in spite of that I can't change rights of users.
Is it possible to allow me to change rights of users?

Download the Microsoft Access 2000 Security FAQ:

Print it out. Read it carefully. Get a good night's sleep... and read it
AGAIN, even more carefully!

My guess is that you're making one of the very common and easy mistakes with
the very complex subject of workgroup security, such as leaving the Admin user
in the Admins group and giving it privileges.

Note that workgroup security is not supported with the newer .accdb format
databases in A2007 and A2010.
