change reply and forward to HTML? Goes to plain text automaticall

The default format for reply and forwarding e-mail is plain text. How can I
change it to HTML, no matter what format the incoming mail is in? (The help
files say that the reply will be the same format as incoming, but that
doesn't happen.) Outlook 2003

The help is right; you always reply in the same format as the original
message.
If it doesn't, could it be that you have a 3rd party addin installed? Some
allow you to force a different format even on replies and forwards.
