Change/Remove missing in ARP console

I noticed all the Change/Remove buttons disappeared after I installed
Framework 1.1 w/ Service Pack 1. Only those installed afterwards have buttons.

I tried all the things i found from google , from running sfc /scannow,
changing "NoRemove" entries in the registry, looking at group policies up to
utilities on Kelly's Korner but nothing worked. One thing I noticed is when
you looked at the registry, all the uninstall information are missing for the
apps, except for anything I installed after the Framework install.

Is there any utility out there that refreshes the registry or undocumented
workaround for this? Been looking at google and other sites, seems like the
worst-case solution is to re-install all those softwares. All uninstall info
are still intact inside the Windows folder through hidden folders, there
should be a way to import this back to the registry ore repair it.
